Portugal_ End of mandatory VAT registration books
Portuguese taxpayers without organized accounting will no longer be required to purchase physical books for VAT registration.
The Portuguese Government is preparing to implement a set of 15 measures within the scope of the SIMPLEX program by the end of the second quarter of 2025.
The SIMPLEX Program consists of a set of administrative and legislative simplification processes that seek to make life easier for citizens and companies in their relationship with the Portuguese Public Administration.
One of these measures is the end of the mandatory purchase of physical books to register VAT for taxpayers without organized accounting. Until now, taxpayers without organized accounting, in addition to having to identify on the e-invoice (finance portal) which invoices are related to their activity and which sector is.
They also had the obligation to have a physical book to record all invoices related to their activity.
With this measure, the Government not only intends to reduce the bureaucratic burden of having to perform the same task twice, in the book at hand and on the Finance Portal, through e-invoice, but it will also allow overcoming the embarrassment that these books are often sold out.
